Anglican Archbishop speaks out on his view on universal suffrage. Freedom of speech.

The Archbishop’s ability to speak out his own viewpoint is exactly his practice of a human right to free speech and free thought.  The ability to put his rights into a written form allows freedom of writing and freedom of press.  Practicing exactly what the Archbishop is talking about.

聖公會大主教鄺保羅早前接受聖公會刊物《教聲》訪問,文章標題為〈普選不是萬靈丹〉。訪問中,大主教多次提及「民主」、「普選」不能解決「民生」、「社會問題」,嘗試指出「普選不是一勞永逸解決這些問題的方法」,更加「不是萬靈丹」。
首先,世界上是沒有「一勞永逸解決問題的方法」,更加沒有甚麼萬靈丹。使用這些根本不存在的假設,無論與甚麼事情作比對,都一定不會得到答案,因為這本身是一個偽名題;同理,信仰是不能一勞永逸解決一切問題;祈禱不會是萬靈丹;詩歌都不能讓世界從此沒有罪惡發生的。空談崇高假設是對事情沒有幫助的。訪問中,大主教曾提及「市民應該有權有責,不能永遠站在道德高地指摘他人。」然而,大主教使用這些假設,指摘他人爭取的民主,其實際高度,已經不是凡人能仰望的「高地」,可以稱得上是「離地」,因為這些假設根本並不存在。誠如大主教所言,我們「不能永遠站在道德高地指摘他人」的。
大主教在訪問中提及「我們不能只強調行使公民選舉權,而忽略教育市民要為社會負責任和犧牲。」和「想想自己,能夠為教會、為香港付出甚麼。」的確,市民不應只強調行使公民選舉權,更要爭取完整的公民選舉權,為社會及下一代負責任。想想自己,能為公義、選舉權付出和犧牲甚麼。公民抗命本身就是一種犧牲和付出,如是為着挑戰不公義的制度,更加是公民的社會責任。今日,香港管治問題百孔千瘡,市民因為不公義的制度付出極大的代價,弱勢社群更是在水深火熱中不斷折騰、舉步維艱。引用大主教訪問中引述的聖經金句,「各人不要單顧自己的事,也要顧別人的事。」(腓立比書第二章4節)
再次引述大主教訪問中的話「普選並不是關乎香港生與死的議題,香港開埠百多年以來都沒有普選,但一樣安然度過,因為許多人都願意努力付出建設香港。」今日,願意努力付出建設香港的人還是許多,但普選是否香港往後的轉捩點,這些看法因人而異,正如大主教訪問初段的見解一樣「作為公民,每個人對公共議題都可以有自己的立場,聖品人員、平信徒對相關議題各自有不同看法。」這些是觀點、角度、甚至某些人身份、立場的判斷問題。至於「香港開埠百多年以來都沒有普選,但一樣安然度過。」依據這些邏輯,是否香港開埠百多年以來都沒有的東西,就是可以沒有、不需根據時代進步、不需爭取的?中國幾千年的歷史中,都沒有甚麼宗教被大部份人所信奉,但一樣安然度過,那宗教是否在中國或香港還有存在價值?換句說話「信仰並不是關乎香港生與死的議題,香港開埠百多年以來都沒有信仰,但一樣安然度過,因為許多人都願意努力付出建設香港。」大主教認為可以嗎?如用這些邏輯不斷作推演的話,我們大概可返回石器時代生活,再不用甚麼飛機、汽車、船、電腦、電視、電燈等等,因為日子還是安然度過的。時代不斷進步,過往沒有的東西是不能單純說「一樣安然度過」作為理由,否定時代進步所需要改變的制度或事情,能爭論的就只有事情是否正確而已。
民主是一個讓主權回歸民眾的方向,普選是其中一個體現民主的方法,其意義在於讓民眾自身管理自己的事務,不再承受專制獨裁的極權主義者擺佈。是好,或是壞,由民眾一手決定,一力承擔。完整的民主制度,能確保政府的施政不是以權貴的利益為本,是以民眾的利益為本,讓政府的資源確實落入有需要的人手上,讓「許多人都願意努力付出建設香港」的分享成果。不能解決所有問題(因為世上沒有能解決所有問題的方法),但最少能夠讓政府的施政方向有所改變。
最後引述《聖經》的一句話:「說出真話的、顯明公義.作假見證的、顯出詭詐。」(箴言第十二章17節)
